For years and years prior to 2011, the absolute No. 1 shining symbol of Albany dysfunction was the failure of the governor and the Legislature to enact a state budget on time or before the start of New York’s new fiscal year every April 1. Some of you might recall that before 2005 the state went 20 consecutive years – two decades straight – without adopting the budget on time.

WASHINGTON — The House voted late Tuesday to approve a Senate-passed compromise bill to avert the “fiscal cliff” of tax increases and spending cuts. The vote was 257-167 with all but one of New York's House Republicans voting in favor of the bill.
